HRRMC: Ensuring Sustainable Road Maintenance in the Hawaiian Ranchos Subdivision

Hawaiian Ranchos Road Maintenance Corporation (HRRMC) plays a key role in maintaining the infrastructure within the Hawaiian Ranchos subdivision by ensuring the private roads are in good condition. The annual road maintenance fee that property owners must pay, as dictated by a court order and tied to the property deed, helps fund the upkeep of the 52 miles of roads.

Given that HRRMC is a non-profit, it focuses on maintaining these roads in the most cost-effective way possible, particularly considering rising material and labor costs due to factors like increased petroleum prices. Road maintenance can be a significant expense, especially for private communities that don't have the same access to public funding that municipal roads do. Therefore, HRRMC explores a variety of strategies to manage expenses while ensuring the roads remain safe and accessible.

Assessments are an Annual Road Maintenance Fee of $250 per TMK

The road maintenance fees mentioned cover a wide range of activities and costs necessary for the upkeep, safety, and functionality of roadways. Here's a breakdown of what each of these categories typically entails:​

What is a TMK & How Can I Find It?

The Hawaii State Tax Map Key (TMK) system is available online, and each island or county in Hawaii has its own database. You can search for your TMK by entering the address, owner name, or parcel details.

Here’s how to find it:

For Big Island (Hawaii County):

  1. Visit the Hawaii County Real Property Tax website:

  2. Use the "Search by Parcel Number" or "Search by Address" options.

  3. Enter the required information to locate your TMK.

Unpaid Assessment Penalties

If the assessment is not paid before March 31st a 10% late fee will be applied to your $250 Annual Road Maintenance Fee. Statement fees will be added to unpaid accounts for additional billing. If payments are not received, the corporation will place a lien on the property and a non-refundable fee will be added to the account. If the property has a lien and the assessment remains unpaid, the corporation will seek all costs associated by legal means to collect the debt including a civil suit or eventual foreclosure of the property. The corporation makes every effort to avoid this course of events.

If your account is delinquent, please contact the office immediately to avoid any adverse actions.  We have options available.

For members who are unable to pay their annual assessment in full before March 31, please contact the office by email. If the account is paid off in full before the 31 March of each year, no additional late fees will be added for delinquency.

We accept checks, money orders, cashiers checks. We will not accept cash.

When buying property in HRRMC, be aware that HRRMC will need the new owner to contact HRRMC members office to ensure their information is correct  hiranchos.office@gmail.com

 

Many buyers acquired properties with existing liens and overdue balances. All outstanding debts are transferred to the new owner, including those properties bought at public auctions. To prevent unforeseen liabilities, it's advisable to perform extensive research or engage an escrow company.
